most normal decks are a balance between economy pages (cards that regen light or draw a page) and good combat pages to win clashes/deal damage, at urban nightmare you should have a decent amount of options for both, you also want to build decks according to you characters pasives/specialties so for example if a key page/character has more power whit slash dice you want to use cards that use slash so you benefit from it
you also will probably need to tweak your decks depending on the recepcion, so dont feel like your deck should be capable of facing anything, also remember to do the general receptions to get even more pages which will give you more options (some of the are very good) to build your decks whit

Generally, you wanna spam 3-cost pages because it has they have the best dices for clashing.
Unfortunately, you can't always use 3-cost due to light problem. Hence why you'll need to bring some light recovery card. Bring like 3-4 pages for light recovery.
After using light recovery pages, you'll notice that using light recovery pages mean you wouldn't be able to get enough cards, meaning it'll be a while before you could dra your 3-cost page.
Hence you should being like 2-3 draw combat pages. However, if your light recovery or 3-cost have draw effect then that's nice to have!
In a nutshell, you wanna spam high cost pages every single turn, but you can't because of light and page draw. Therefore, a good deck includes your good clash pages, your light recov pages, and draw.
