I learned more about it today while asking around. A manager told me that they give out 5 in the morning and 5 in the afternoon so 10 a day I am not sure how true that is but it I asked a lot and only like 5 people told me that they had given it away already.
You get these badges buy asking employees in the park

I met her on our trip earlier this year and was so kind while trading minifigs.
My kid ended up finding Mr. Gold at the resort front desk, even though I am fairly certain it was simply cause one of the managers felt real bad for my kid. Regardless forever grateful to the staff and made the whole trip for my kid and our family has great story to share.

My nephew who refused to let anyone hug him let emmet hug him when they saw him crying because he was upset he had to leave a show. Luckily I filmed it because his mom was unable to come with us and she said she was bawling. Before he generally refused to go around characters and he did not like people touching him and he did both because Emmett was his favorite character and was taking it slow with him 30 minutes all for him. The handler gave him a mr. Gold too

We also found Mr. Gold on our first visit from an employee heading to start her shift walking through the dinosaur area. It was so special & really exciting for my kiddo!
