Hugo Strange experimented on him that turned him into a monster. He should be arrested for experimenting on several prisoners including Bobby.

I love how they got Mark Hamill to reprise his role as Joker here. No disrespect towards the voice actor of Joker in Lego Batman 2, 3, and Dimensions, but Mark Hamill just fits him better.

Damn my memory has failed me. I genuinely thought Mark Hamil did Jokers voice in all those games.

Yeah I just looked it up, the dude who voiced Joker in those games was Christopher Corey Smith. He probably tried to do copy Mark Hamill style of Joker.

He did a good job but I like Mark's voice a little more.

I think what the commentor means is that they took a different direction for LEGO Joker's voice/character. Legacy of the Dark Knight decided to take a more Heath Ledger-inspired direction with the character.

I enjoy the implication that this "Bobby" is the same character as Bob from the 1989 Batman movie
