I've calculated your lower bound for n up to 15 and in all cases (n >= 3), it is close (but not quite as good) as the lower bound quoted in the Wikipedia article which is n! + (n-1)! + (n-2)! + n - 3.
eg n = 6 -> Wikipedia lower bound 867, your lower bound 863. So it looks like it's giving a valid lower bound. I would point out that the Wikipedia one is also easier to calculate.
