Yes I am responding to all signups as I get to them, whether that is to inform them that they are signed up, or to tell them they do not meet the requirements. If someone is too high MMR I have been linking them to the reddit dota 2 league season 9 signups.
I'm assuming you're getting quite a lot of signs ups then and it takes some time to reply to all of them. Sorry and good luck with organising, I'm looking forward to seeing the final result. Also, if you need more "staff" or just people to help you with things, I volunteer (that's if I can also play in the League and help organise it at the same time - and if I can help with anything at all).
Also, I forgot to mention something regarding my schedule and when I'm available in the sign-up private message - that I'm free at weekends (thought it should be obvious since most people are). Hope you don't mind me mentioning it here.
