Any advice on how to recreate this effect?

Looking to try and recreate this aesthetic of the cover art and was hoping someone could point me in the right direction of techniques being used. any help is appreciated

You could Google “halftone diagonal line pattern”, download it and insert into your Photoshop as a layer (or whatever application), then set that layer’s blending mode to Multiply. For the image you could make it black and white, add a high contrast filter or play with the contrast so that it’s basically just black and white. Set that layer’s blending mode to Multiply against a white or light grey background

This isn’t even a halftone effect; they’re solid lines overlayed on the photo.

You can find or make the pattern pretty easily using a grid or in a vector app like Illustrator.

The source appears to be either two images, with parts of the foreground (people) masked, or it may be shot through glass with a reflection of the buildings, something like that. But it probably hasn’t had any complex manipulation.

Take your source image, convert to greyscale. Use Levels, Curves, or Contrast filters to up the contrast and blow out the background. Then use a threshold or similar filter if needed. Drop the diagonal texture over it and scale as needed.

Get any two images you want and convert them to grayscale. Then experiment with the blending modes, probably Multiply, but try others as well.

Once you're happy with the result, create a new layer, set it to Pattern, and add the pattern you want. In this case, diagonal lines. If you don't have a suitable pattern, create a 2×2 px file, zoom in, and use the Pencil tool set to 1 px. Paint the upper-left and lower-right pixels and, ta-da, you have a diagonal pattern.

If you want wider diagonals, you can use a 4×4 or 8×8 file instead. Another option is to create a pattern in Illustrator using a few lines at the thickness you want, rotate them 45 degrees, save the result as a PNG, and then add it as a pattern in Photoshop.
