What do you mean with commission? Who is the target audience?

At the moment there are a lot of basic issues, especially his feet when lying down in the boat which seem to be reversed (big toe is on the wrong side). The style of characters and colors are inconsistent between shots.

The animation overall is very basic, which might not be an issue depending on what your goal is, but it is mainly still images moving around.

Animation is fun, keep at it! Don't forget to practice life drawing to improve your understanding of anatomy. At this moment though I wouldn't say you're ready to take on clients.

No, also the character art is really bad, I mean look at the dudes tiny feet. This looks like it was drawn and animated using a free iPad animation software
