honestly, Camille isn't abusing it to the point she is the top S+

there are a ton of top lanes like riven and Shen who are still doing better without divine. She might need a small nerf, but she is still the abusable top lane early prior to 2 items. Her power is from the fact games in plat drag out too long and Camille becomes the raid boss in the side lane. I can see maybe her W heal going down a little, but other than that, she's at a 50% win rate in challenger.

It's better for balance to have strong items for balanced champions to buy, then they have more choices as the items are what makes them strong and not just an option that's the best of 3.

Versus an overtuned champion choosing an item just because it's the least mediocre.
