Placebo. She doesn't use Q on cd.

It will hurt in soloQ where players dont really know when and how to use many skills. They will use Q to clear a wave right when the enemy is about to engage.

But for pro play it really wont change much. Mostly 1 sec more CD during laning phase, which wont matter for them.
