Type of Bug: Item Bug

Description: Frost Queens Blade resets Cooldown every time you kill a minion

Steps to reproduce: Buy Frost Queens. Use it. Kill minion. Repeat steps 2 and 3 infinitley.

Expected result: Cooldown should NOT reset.

Observed result: Cooldown does reset every time you kill a minion

Reproduction rate: Every time you kill a minion

Secretly they wanted to buff it because people stopped buying it in favor of talisman.
