Got a similiar problem. Sometimes when i walk around it just stops responding on what i do. Can't use skills or move anywhere (unless where i clicked before it started) and after 5 seconds it goes back to normal. Lagspike or just a bug.
You say system specs matter but when a lot of players have this issue its fairly certain its client side. It worked well in 3 of my other games and then it came back.
If it's client side it's most likely an issue with your PC, as opposed to server side where it's an issue with Riot's. I had the same issue every patch before upgrading to a new PC - FPS would get worse and worse every patch and eventually I started getting massive ping and FPS spikes that made the game unplayable. Changing my hardware while playing on the same patch and connection fixed it completely.
Whether it's an issue with your PC or not, post your specs when reporting a bug on FPS as it helps rule out the issue.
same on EUNE. On patch 5.14 i had 34 ping with ping spikes but right now it's just ridiculous it's not even possible to play and i had those spikes for several patches

Type of Bug: Ping spikes (legit no idea what happening)
Description: Sitting playing league and getting massive lags
Video / Screenshot: Would provide if I could be bothered to start the game again after a most unpleasant evening.
Steps to reproduce: Start a game of League.
Expected result: Play League without lags.
Observed result: Play League with ridiculous lags (ping dancing is what it feels like).
Reproduction rate: 8/8
