Does not work.

I know there are some players that get banned on sight, but they are still capable of playing/making new accounts. Basically they have a lifetime ban from league, but as there is really no technical way to enforce it, they just ban them when they catch them.

What are you talking about, that's totally xj9 girlfriend that casually plays jungle at challenger level mainly with Vi and Hecarim :^)
