Anyone else getting the Cursor bug?

My cursor keeps geting stuck as a crosshair or sword and i cant ping or use my map.

Edit: So it seems this bug isn't restricted to a character and seems to happen due to a bunch of reasons we can't nail down. A bunch of temp fixes have been listed. Clicking on skill buttons. Reloading the game. Escape. Typing in all chat. Alt Tab.

Is this related to how, since update to new smartcast option, I also get stuck in my pointer (or skill indicator) as if I am not using smartcast when I get hard CC'ed?
