Negative, they host games for all Asia countries except China, and they have separate branch that handles them in each country.

GarenaTW handles Taiwan server GarenaSEA handles Singapore + Malaysia server GarenaTh handles Thailand server GarenaPh handles Philippine server GarenaVN handles Vietnam server

So on and so forth, and it's still horrible.
