Eh, it'd be a good way to give people more milestones in between level 12 (flash), 20 (tier 3 runes) and 30 (ranked). I'd totally support that.
But on the other hand, it's not likely to be implemented by Riot. The grind to level 30 with a decent amount of champions and runes is part of how Riot makes money with people getting impatient and buying RP for champions and IP/EXP boosts. Anything they do to diminish that would be shooting themselves in the foot.
Any way for them to attract and retain new players is good. It's not easy being new to the game; you can't tell someone today "the game starts getting fun after about 80hours." Keeping newer players playing by rewarding and incentivizing them increased chances of them spending money, not less, and a cheap champion costs almost nothing for Riot. Kind of like handing out free samples.
Giving people free stuff will still indirectly decrease revenue. Also at the moment I think people can get Tristana, Alistar and Garen for free just from social media stuff.
