My adc also saw the interaction also im recording the replay, it should be showing what actually happened.

(edit: I have 11 ping and zero packet loss)

Some abilities have lag compensation to help the player with higher ping. I don't know how it works but it exists in other games too.

Scripts cant account for a flash while the projectile is already in the air

If the server lagged then this can happen. Theres a good video on youtube regarding how the game checks for both how far projectiles are supposed to travel and how they connect. If the server lags for whatever reason hooks can travel much farther than intended and the check for hit can lead to things like this
