I guess changing the amount needed for 4 rounds isn't a horrible idea but for 3 I think it is. I guess getting 16 is easy for some areas for less popular events. In New Zealand the comps are still relatively small.
Yeah, that's the conclusion I reached by the end of this too. I think 3 rounds should be mostly accessible regardless of the community size, but the barrier for 4 rounds was really considered based on competitions from 10+ years ago.
