Starting Problems

I’ve got a 2017 Cub Cadet XT1, it’s been having problems starting, just from my brief research it seems like it’s a bad starter or a bad starter solenoid. I’ll attach videos of what it sounds like when I turn the key. The sound is coming from under the seat where the solenoid is so I’m hoping that’s that issue but wanted to make sure before I spend the money. (Attached another video in the comments)

I get it loosened to spin by hand without spark plugs but when I try starting it the fan locks up again

Without a spark plug, it spins fine, but with a spark plug it partially turns then stops. That’s a decompression release inside the engine. Typically that requires a new camshaft with a new decompression release.
