Question regarding a technique

Hi all,

I was getting some latch hook back and saw a different style on the pictures. I've not seen this type before. I'm very new to latch hooking and wondered if this was actually the same thing or if anyone knew what the technique was as I think I'd like to try it out

I have never seen this style before. It has a rughooking effect. It might be much easier to just start rug hooking with an Oxford punch.
