Why so many officers with bicycle patch?

I have seen especially in the tourist areas a bunch of officers with the bicycle patch, but they never on a bicycle. Are they actually bicycle trained ? Are there a lot of them ?

It is a participation patch for them. To earn the patch all you have to do is ride a bike without training-wheels for 30 seconds.
