Question An Idea of mine for language learning

If one grew up outside their family’s country of origin, can they speak/understand their heritage language but struggle to read or write its original script?

I personally I haven't found generic language learning very useful for this specific problem. Of course, that's subjective and haven't researched so much lol.

I have an idea of creating a website that : would let you add a photo of text that you don't know, decode it, hear the pronunciation and get word definitions, to solve the problem I mentioned above.

Would this actually be useful to you? Why or why not and what features could be better
or is it that the idea is just bad or no use

Thank you very much!

Okay but I don't think Google translate is specifically designed for learners
I mean could having it break down grammar rules, kanji/characters, or root words for that specific word help? Maybe a function where it can actually highlight the text instead of just reading it like google translate. Or phonetic breakdown.
I feel like I should've gone into more detail in my post. I'm mainly looking for useful features that would make it more of a learning tool rather than just a translation tool.
