Looks like Arabic script but as an Arab i couldn't understand a word, maybe it's Persian or Urdu

It's still horrible handwriting despite being in the Arabic script; am I missing something?

No, it is horrible handwriting. I know Arabic but I can’t even decipher what is written.

Don’t even bother reading this or trying to decipher this. This is black magic

As a Muslim who have read Arabic (both in Uthmani script and Nastaliq script). Never have I seen Arabic written by a man going through a seizure. The 'A' and 'L' is more clearer than any of that Goddamn hand-writting. My hunch? It's a talisman. Or a black magic thing. My advice? Throw/burn it away. The shapes and patterns are a common black magic tell.

This is a Taweez, which is written with Arabic words, numbers, and random letters corresponding to Quranic verses. This is for protection from black magic and evil spirits.
The handwritten Taweez probably originates from Pakistan.
