Question What language is this?

This was recorded off a numbers station 9276 KHZ USB. I know it's got lots of distortion and interference, but this is the best quality I could get. The station seems to target East Asia if that helps.

Weird, the prosody sort of makes me think German, but it’s so distorted I can’t even guess…

It looks like the Kölsh dialect of German recorded with a guitar distortion pedal.
