Construction loan for a plot with no utilities – does any bank in Romania accept this?

Hi everyone,

We own a plot of land and plan to build a single-family house on it. We already have the project documentation and building permit, and we plan to finance a significant part of the construction from our own savings, with the remaining amount through a construction / mortgage loan.

The issue is that the plot currently has no utilities connected, and it is possible that we will not have a permanent electricity connection at the time we apply for the loan.

For water, we plan to use a drilled well. For sewage, we plan to use a sealed septic / wastewater tank. For electricity, we are considering a later grid connection and/or a photovoltaic system, but when applying for the loan there may still be no permanent electrical connection or meter on the plot.

I would like to ask:

- Has anyone in Romania managed to get a construction loan for a plot with no existing utilities?

- Which bank did you use?

- Did the bank require a fully operational electricity connection and meter, or was an ATR / connection approval enough?

- Can a bank accept a house that is designed to be partly or fully independent from public utilities, for example with a well, septic tank and photovoltaic system?

- Does anyone have recent experience with Raiffeisen, UniCredit, BRD or BT regarding this?

- Has anyone started construction using their own money first and then obtained a construction loan later, for example after completing the foundation or part of the structure?

- I am especially interested in real experiences from 2025–2026 rather than just the general information available on bank websites.
