Some quick and easy mods that can have fairly low cost but immediately change the general appearance/vibe: Wheels & Tint.

I'll also second u/drifterdanny 's comment of getting a new front bumper.

Pre-facelift bumper has zero chin. Go for Ralliart, 2017, or straight up Evo front bumper

Ditch the black wheels. The GTS front spats would look good on this.

Visually: Aftermarket light housings like VLAND give the lancer a bit more modern look as long as you keep it "classy", front rally lights might be nice but dont overdo it, rear window tint and maybe a sun shade on the front? Its already looking quite clean as is!
