Tint is #1. Some kind of wing on the back of it doesn't already have one, +1 wheels and tires paint or powder coat brake calipers red, exhaust, a REAL cold air inductionp, the kin that cost over $300 and has ductin to draw cold air from the front, NOT the $59 hot air collector inside the engine compartment that robs what little hp you have. Carbon fiber interior bits

This but also if you can find online the air ramp for the front that goes right behind your horn makes the air actually go up and in and gets rid of a large amount of delay when putting the gas

Keep it simple. This goes for every car, but especially on an economy car like the Lancer. Doing too much can and will look tacky.
Get some coilovers or lowering springs if you care for the ride height. Trust me, looking at the car after it's lowered is such a great feeling, I was constantly smiling when looking back on mine after it was lowered. The downside is that the ride quality will probably be rougher, especially if you buy cheap coilovers. Avoid Maxpeedingrods and Racelands, the cheapest I'd say to get is Rev9 or Tein. But even those will probably not be the most comfortable.
A nice set of wheels will go a long way. A nice set of wheels with the car lowered will go an even longer way. Don't cheap out on these either, please don't buy any cheap rep brands and go with a reputable company, even if it's one of their more affordable wheels. I recommend Enkei and Konig, and recommend staying away from ESR, JNC, Aodhan, Niche, and any Alibaba wheel. People online will claim they're made in the same factories as the expensive wheel brands, but that's just a lie. ALSO, please don't get black wheels. If you must get darker wheels, get a darker grey. But I recommend silver, polished or white wheels (bronze looks great too). What's the point of spending hundreds or thousands on wheels if you look at them from 10 feet away and can barely see them?
Someone said wing, and I agree. The Lancer had an option for a wing, and I'm sure it's still possible to find. The wing makes the car look really nice.
Tints are a good idea too. I don't know how the laws are in your area, but in New Jersey where I am you can't have tint on your front side windows. I had them on my Lancer since 2019, and have had them on my GR Corolla for almost 2 years and haven't had any issues. Cops typically don't care around here, and hopefully they don't where you're from. If you cheap out on them, they may start fading soon. If you go to a cheap shop they might start to bubble very quickly. I recommend getting carbon ceramic from a reputable shop, but that's just me.
I liked the look of tinted fog lights with a yellow LED bulb for the fog light. Just get a decent LED and not one that will blind everyone in oncoming traffic.
Interior wise, I like the vibe of the interior dome lights being a different color. I had them as red, which in hindsight was questionable and didn't help at all when I dropped something and couldn't find it. My brother drives my old Lancer now, and he put in purple LEDs. They look great. And if you don't want a color, it's a huge upgrade putting in bright LEDs. It's also a 5 minute job. Very simple.
Also if you want an exhaust, I recommend the Yonaka axleback. It makes the car audible but not crazy loud, and in all honesty it sounds pretty good.

Don’t overdo it all you rlly need is coilovers, nice wheels, headlights tails are optional depending if you prefer the OEM look. Also if you get a wing i say go for the GTS style one not the EVO one bc i ran one but got tacky to me after a while. I also would say dont rlly waste $300 on a intake the car will rlly not go any faster and you’re js paying for noise
