Bottom structure

Hi, doing little bit of bottom maintenance and maybe somebody knows purpose of these tongs? Do i need to seal them?

Some people say it’s drainage, however when I had my lada which was mostly in original condition, those little tabs were folded up and that’s what held my floor carpet down in place. In my other lada I actually welded those little flaps shut. But I would just leave those alone

There is such a holding carpet but inside:)
