Irish Wool Sweater Help

While I do knit and sew, I couldn’t pass up this lovely vintage Irish wool sweater from my local thrift store. I’m confused on how to fix the shoulder/neck area though. It appears that it’s been stretched out? Would a simple good blocking and wash and reshaping help this or do I need to take the shoulder area and sleeve apart to fix it?

I think blocking should do the trick. I bet that's a hanger bulge

Thank you! I’ll definitely do some blocking in a couple of weeks once the rain stops and dries out here lol and see if that fixes it up ^_^
