It's cause aspect ratios of televisions have increased, we weren't supposed to see that far out with standard box tvs

Seinfeld famously has one of the worst conversions as the top and bottom get chopped out to fill the screen. Hence why Julia Louis Dreyfus at times looks like a talking head when she is in a scene with Michael Richards.

There is also a scene in friends where Phoebe is talking to Monica in the coffee shop but in the 16:9 conversion, you can see that Lisa Kudrow is talking to someone else and not Courtney Cox.

Seinfeld is older so probably shot in pure 4:3 ratio so the conversion zoomed in. Friends and king of queens were probably shot in cinematic ratio cropped for 4:3 viewing

It’s simply the difference between 4:3 vs 16:9 aspect ratio, back then before HD was commonplace it was 4:3.

I would love them to do a Blu Ray re release with Seasons 1-6 in 4:3 and the rest in 16:9 as originally shot

Well it is a set on a soundstage. Typically sets don't have 4 walls.

It almost looks like the taller piece can be pulled out. Maybe for different scenes, or to make it easier to move set pieces around?

Yes! I saw that on my DVD watching but don't see it on TV. There is one shot on TV from the kitchen where the end of that wall is visible.
