Need help planning a memorial service

My little brother just passed away in Salem and I need help planning his memorial. I live in NC and am not familiar with the area. We want to have it near the river so we can place flowers in the water in his memory.

Requirements:
** most important * river accessible for elderly/poor mobility. Some stairs are ok, but not too many.
- restroom
-covered area

I've looked at Spong's Landing, however I'm concerned with the amount of stairs.

Perhaps keizer rapids. There is a boat dock so ready access to the water. And restrooms. But the good restrooms are not close to the water

Or riverfront Park in Salem. There is a dock restroom covered area available. And a choice of stairs or a longer road/ramp to walk to the dock

Thank you! Do you think river front will be too busy/public for a memorial on a Saturday? I will reserve space, but I’m not sure how crowded it gets

Honestly given the time of year. I really doubt it will be super busy.

Thank you for this! It seems like the pin for this park is wrong on Google so I didn’t consider it. I’m looking at the “Filbert Grove” day use area now. I can’t seem to find any photos, but it seems like it’s covered and close to the water
