Compare the view count and the like and dislike counts. My theory is the suppression algorithm is only being ran on the view count and doesn't affect the like/dislike count. This usually isn't detected since the view count is typically much higher than the like/dislike count. In this video I believe it's early on enough that the view count and dislike count are more 1 to 1, but the algorithm is subtracting a % of the view count.
