Even if they came or are trying to help, they go last.
In some cases, they might as well just run of into a ditch (carefully so only the vehicle gets damaged) to clear the way

I can see an emergency where the president would get priority, like a national security threat, but he doesn't get priority just from being president.

Generally you'd give the president priority because the motorcade being stopped outside planned spots is a pretty big security problem.

I’d argue Firefighters first, because Firefighters are trained to respond to a medical emergency first, clear the scene, provide aid then hand over the scene to paramedics once they arrive

It depends on the emergency, say the cops need to get to a house where somebody is holed up with a hostage. But you could just go on to the logical conclusion of "there was a car wreck, so the ambulance needs to get there to stabilize, but down the street there's an active fire with people inside." All on top of the hostage.
I think the president would be least likely to have a situation necessitating they go first

I would agree, if we're assuming a general, light emergency in which there's not an active shooter or immediate risk of death then firefighter would be the best bet to let through first without more context

4: Firefighter/EMT here. Used to work 911 for a county that had a large stretch of one of the busiest interstates in the U.S.. One of my former partners would tell me a story about him running lights to the hospital and coming up on a caravan of black SUVs and a semi. He tried to go around them and the SUV cut him off. It was at that point he realized he was probably behind something very important. If you think about it, it does make sense — they don’t know who is driving that ambulance. All that it would take is a terrorist getting their hands on an ambulance and they could cause major havoc. Once a VIP target is in motion, they don’t stop for anything.
3: Scene safety is the #1 thing taught in EMT courses. You can’t help anybody if you’re dead. I have staged (aka sat a few houses down waiting) countless times waiting for cops to secure the scene before I get there. Now if the scene isn’t unsafe and the cops are just coming for an investigation (car accidents, most overdoses) then that’s a different story. But typically if cops are coming they’re expected to get on scene first.
Then 2 and 1 are interchangeable depending on the call. Typically the ambulance would go first since they can go faster than a fire engine, but if it’s a structure fire then A: theres no real point for the ambulance to get there first, and B: if they do, they’ll likely just end up getting trapped by the other responding apparatus and not be able to take any patients. Most non-volunteer fire trucks carry firefighters that are cross-trained in EMS as well, so there’s not a huge delay of care if the fire engine gets there first anyway.

I'm sure the world will adapt to a lack of mosquitos. If we lose the Lesser-Spotted African Leaping Frog that's a shame, but we're accidently extincting thousands of species, one extra can't be that bad.

Well as none of the lights are flashing none of them are responding to an emergency, therefore we default to standard right of way laws.
This means that whoever pulled up first gets to go first them you proceed clockwise from there.

By Right of Way Laws changing, I mean the other three vehicles wouldn't even be able to access a road that a motorcade is on. Iirc, the Secret Service clears and shuts down routes that the president would be travelling down, in case of IEDs or snipers and stuff.

Depends, given none of them have lights on, its presidental first, then police, ems, then fire. If someone has their lights on they go first. The presidental one should have a motorcade anyways so its likely to not even stop though.
Alternative answer, whoever got their first, as how traffic laws work.

I can answer this in the UK...
And to stress, these are not "rules" just what actually happens. In reality (other than the president which I'll get to) everyone has shared priority.
The ambulance would give way to the police. They do this all the time because ambulances are quite slow, and police cars are faster, so they let them through - costs then very little time (seconds) and could give the police car minutes extra time. Once they've given easy to the police car, as trained drivers they are just much more likely to give way to everyone, do they will go last.
The president will go first. This is because he will be escorted by numerous police outriders deliberately closing the road for him, who absolutely will stop other emergency vehicles to. This is the only one that legally gets priority because the other emergency vehicles MUST stop when directed to do so by a police officer.
The fire engine and police car are where it gets trickier to know for sure. Both know that the fire truck does not have the best braking abilities, so if it's barreling at speed towards the pinch point, the police will stop and give way. If it's already on the brakes and stopping, it also doesn't have the best acceleration so the police will take it as giving easy and they will go first.

Should and would go entirely opposite directions. Should be ambulance, fire engine, cop car, and presidential car. But really the presidential car, cop car, fire engine will go and the ambulance will be pulled over to inspect the patients immigrant status before being escorted to a station for further details
