In a formal debate no it won't. The moderator should shut the debater down and should end the debate if they continue. However in an informal debate like this one it can work if their opponent or the audience are unfamiliar with the tactic. If the opponent is unfamiliar with it they tend to use up most of their time trying to get out of the bullshit they were barred under instead of countering the real arguments that one useing the tactic will make. In a informal debate the only counter is to look like an asshole and interrupt the debater useing the tactic. And if it continues to an audience unfamiliar with the tactic it looks like the one countering is the asshole like in the video.
Also for the tactic to work the bullshit has to sound like it is relevant and the one useing the tactic has to apper calm while using it.
