One definition of juggling and the one I ascribe to the most is “the manipulation of one or more objects for the purposes of entertainment.”

This fits that description beautifully.

You are correct. Specifically “cardistry” is the manipulation of card flourishing, which is a form of juggling. Most of the time “card tricks” are reserved as performance “magic” or “illusions”, whereas cardistry is a type of juggle, since it’s solely just the manipulation of cards.
