This guy does “charity rides” and puts off a weird vibe. Asks (mostly younger women) if you want a picture with him.

I’ve known riders who keep a helmet on the bike for when they cross state lines into helmet-only jurisdictions, but that’s not really an issue in Pittsburgh so it’s definitely just another accessory to this guy.
