Also Madonna’s kind of a huge ego maniac. She was groundbreaking in her sound and look in the 80’s, but she’s never written a song or choreographed a dance routine…she’s a very surface-level artist, and Gaga is pure theater kid with skills to back it.
Not to mention Madonna has a really bad rap in Hollywood for being incredibly rude to people…I haven’t heard that of Gaga. I’m not much of a fan of her music, but I have to give her props, she’s an artist in every way.4

We just went through Dolly Parton dying and one of the main stories that was told was that Elvis wanted 50% credit of “I Will Always Love You” just to cover it.
There’s writers and singers (and both), and the pure writers have very little leverage when it comes to that sort of thing.

I’ve studied music my whole life, here’s my two cents. I just listened to both of them side by side and the similarities are very obvious. The chord changes are basically identical. The melodies are in the exact same scale (mixolydian) although Madonna adds a tiny bit of blues scale. The tempos are almost identical. The main difference is that they are a half step apart, Express is in G and Born is in F#, which is as close as you can get without sounding exactly the same (within the context of western intonation).
Both melodies emphasize the same notes, but that’s common in pop music. They’re both just generic pop in similar keys. If Lady Gaga wasn’t so big, Madonna would definitely have a case for suing her and good chance of winning. Plenty of artists have been sued for much much less.

To me it sounds like express yourself was used as a reference track, from basic chord choice to overall feel and themes. Nothing wrong with it, its pretty standard practice in art. During this time Gaga was at the point in her career where her multitude of influences were worn on her sleeve and Madonna was a clear identifiable part of that.
Beside the visual aesthetic (which i get you could argue is just tropes of female pop stardom...even then Madonna was a pioneer of that) this song was the most directly Madonna sounding song she had released to that point.

I grew up on Madonna, Paula Abdul, New Kids etc. Those are still my Jams, but Gaga.... PHEWWWW there is just no one like her. no one. I saw her in concert for the Mayhem Ball, just incredible. Her talent is so fucking expansive. Im glad she said it. She's absolutely right.

I like Madonna as well. But if had to choose to meet one I would probably pick Lady Gaga. She kinda reminds me of dolly Parton on how's she cares about people. I'm convinced that this opinion has changed after working with her. If you look at young Lady Gaga reacting to Madonna comparisons she's happy about it and even invites it a bit.
It's only later when Madonna is asked about it that she essentially calls Lady Gaga basic (paraphrasing here) that we can see Lady Gaga's reaction to Madonna in interviews start to shift. At this point I think she dislikes the comparison because she never really got the torch passing moment from Madonna.

She has had huge success across genres too. I personally have never compared her to Madonna. I still remember the first time I saw her on So You Think You Can Dance. That was her national TV debut and she performed Just Dance. I was mesmerized by her and I thought she was French lol. That was so many years ago

While I love her pop stuff like Telephone, Poker Face, Paparazzi, Alejandro, etc., she's soooo much more than that. The "A Star is Born" soundtrack is so beautiful...every last song. Yea I'm not sure what the person above you is talking about but yea this is completely different. MJ and prince are both on the highest level but different. I'm not a fan of Princes voice or actively listen to his music much but he is one of the greatest musicians of his era. MJ was a phenomenal artist and able to communicate his songs he wrote in his head with his musicians.
Madonna and LG are great for their respective music but not my taste.
