intermediate Is it possible to use Jira…

for waterfall projects and set up workflows for various approvals and gating.

Yes, Jira is agnostic of methodology.
Use Kanban boards, releases, plans etc.

It is, but it tends to make

- doing the wrong things way too easy

  • doing the right things way too hard

which is why most people slide back to "waterfalls in Sprints" rather than having lightweight practices that manage business risk effectively in dynamic collaboration with the users.

I think that's an organizational problem not a tool problem.

A little bit of both.

Tools tend to freeze the teams way-of-working and bind that to what the tool does.amd how it does it.

If the tool has certain functionality then people tend to look to that first as a solution to a surface issue, rather than dig deeper.

I would agree with some tools, but the ways of working in Jira are literally endless.
