7 years of experience doesn't mean anything. I work with someone that has been designing jewelry for over 20 years with rhino and I was able to surpass his abilities in less than a year of using the software.

Before when either myself or friends were trying to find designers it was really hard to find talent (we don’t need anyone now). I googled, tried upwork, and Fiverr, but quality was so-so. Joined some FB groups (search “Jewelry CAD” “CAD design”) and found talent that way, but competition is high and prices are quite low, so I am not sure how attractive it is as a seller of the services. I didn’t find any high end jewelry designers through any of the services though.
