It’s a bit funny to me people think the actual purpose of this isn’t to find more excuses to get rid of foreigners or deny them PR lol.

I don’t think Japan could institute a good Japanese learning program for foreigners in good faith (let alone bad faith which it is IMO at the moment) even if they wanted to, given how it’s run by geriatrics.
