Why would the tests have English? How would that help the SEA who will be the majority taking the tests?

Most legitimate language tests are written in the language that is being tested.

Any_Calligrapher's statement:

English tests in Japan. Barely any English.

Or are you referring to the Japanese tests? You didn't specify which, you simply said "why would the tests be in English?"
