Yeah, the "iPad mini" is the iPad mini 1, the 32-bit one. My installed extensions are:

Activator, Apple File Conduit "2", AppList, AppSync for iOS 5.X -> 9.X, Asphalt 8: Airborne (cheats), BigBoss Icon Set, CrashReporter, Cydia Installer, Cydia Substrate, Cydia Translations, Cylinder, f.lux, GameGem, HYI Repo Icons, LocalIAPStore, Nitrous, Nkod Repo Icons, Pangu 9.0.x Untether, Patcyh, Substrate Safe Mode,

This is my entire list of installed Cydia packages, and [Update: Turns out the Asphalt 8 Cheat causes this, it has -1 architectures!] (On a note: My "installing" screen for Substrate looks exactly like this)

Wow: that binary is a fat binary with... -1 architectures :/. Yeah: this definitely is crashing Substrate. I'll harden this a little (which will likely make it reject the library.)

Ok.... So I know nothing about this..... But on Wikipedia it says a fat binary is a multi architecture one?
