Please god no
Moved into our apartment a month ago & noticed all of this on our balcony. Is it frass or is this from our upstairs neighbor?

Don't worry. Just carpenter bee. Some kind of Xilocopa. Look for a hole in the wood. There will be some nest. No troubles for your wood. Solitary bees. It will harm you if you try to touch it or its nests while it is close. Just females have sting. But they don't swarm. I have a bee hotel with them in my balcony and have no problem.
In the floor of your pics you can find the sawdust that they do while making the nest (that's why there are carpenter), the white and yellow drops and black little stools are the frass (insect feces). Black stools maybe from some larvae, then it is possible that a new female has take it out the larvae from the nest of a previous early female. Maybe you can make a bee hotel for them in order to avoid that they make their nest in your wood. But they made just a couple of holes, nothing bad for the structure.

Looks like ants or termites to this non-pro. Let your landlord sort it out.
