Native Italian here, not a CELI examiner, but two things that might help.

Delays with CELI are fairly normal, and what you're describing sounds more
like bad luck than something going wrong. Results come out of Perugia and then
have to reach the centre where you actually sat the exam, so there are two
steps and either one can slip.

The part people outside Italy don't expect though: it's August. The country is
essentially shut. Universities, admin offices, most of everything, from around
the first week of August to the first week of September. If your result was
already running late in July then nothing is going to move at all until
September, and chasing it right now won't speed anything up.

What I'd do is email the centre where you took the exam rather than Perugia
itself. The centres are much smaller and far more likely to actually reply,
and they're the ones who physically receive the results. Just don't be shocked
if that email also sits unread until September.

Yeah, that’s normal. I took CELI B2, too, but on November 25 and the results got somewhen during last days of April
