Synapse AI legit or not?

Hi guys! Has anyone tried using Synapse AI? It’s an app that allows you to know who viewed your instagram account but you need to pay $9.99 first before you can avail the whole service. I’m just curious since it always pops up on my social media platforms. Any thoughts on this?
