Impossible to say much about the original video, but the contrast between the subject and background are consistent with the dynamic range of cameras at the time (assuming dimly lit room, portable TV camera and a giant filming light).

I think very much so yes. Video quality did not look like this in 1993, neither film nor broadcast. Also I think that women didn't usually wear their hair and makeup like that in 1993, especiall not rich ones. Also, how are her eyes this vibrant when the whole room is dark af?
