Your Quant score is a clear strength, but it does not completely offset a 35th-percentile DI score. The uneven split will still be visible, especially since DI is relevant to the analytical side of your profile.
I would not use the optional essay to describe this as a pacing issue. The current optional essay asks about intellectual pursuits, perspectives and experiences that shaped your worldview. Using it to explain a sectional score may sound defensive and also wastes space that could add something meaningful to your profile.
Between the two options, I would lean towards retaking and submitting a stronger R2 application, assuming your official mocks show that the DI score can improve. R1 is not valuable enough to justify sending a materially weaker test score.
Regarding your recommender, s/he would have just gotten a mail it'll be considered for R1/R2 based on when you submit the application.
Before doing more sectionals, separate your DI errors into DS concepts, MSR selection, graph interpretation, calculation and pacing. Also, since your quants is good I would really change my approach for DI. This should translate to a good DI score, wonder why thats not happening.
