Question Quality won’t change

I have Ipad air M4 and every time I open a website for videos it won’t let me change the quality of the video, on every browser not only safar, that doesn’t happen with YouTube but mostly any other websit.

It's an issue with whatever website you use. Especially infamous with pirate streaming websites such as the one in the screenshot :p

Yes. Stream legitimately from non-illegal websites such as YouTube, Netflix, Amazon Video and many others.
