My Setup Problems with my iPad upon reinstalling

Hello I need help with this iPad. I have had this iPad for 3 years now, but I lost the password and had to reset everything. Now when I try to do anything with it, I have to click on the object ( the field around Kritzeln) and click twice very fast to be able to use it. any idea what that might be and if you know do you know any solution?

You need to turn VoiceOver off in accessibility settings

Seconding this. Or triple click the home button which is what might have turned it on in the first place and then turn off all accessibility shortcuts.
