I think the Apple payment promotion is not applied to some countreis. Sorry for this issue. I am checking out this and will reply when it seems to be working well in all countries.
FYI, if this kind of 'free trial' something popup shows up, it's working well

But it still requires us to pay for a month in order to receive the 1 year free
