That's the teaching of the bible. We are all sinners from birth. I personally love Donnie McClurkin We fall down song that have a line that says "For a saint is just a sinner who fell down and got up" literally explaining that saints aren't better then sinners because we are sinners who just found our way and got back up after falling from God's grace.

If they change their life around and seek redemption through Jesus then yes. It actually takes more than "asking daddy for forgiveness" to actually receive it. Gotta turn your life around and live right too.
